This agreement is valid in the entire as well as in Morocco, Kazakhstan, Azerbaijan, Russia, Australia and other countries .
Its goal is to increase the safety of international road transport training
Dangerous goods – means substances and items that are allowed for international carriage subject to certain conditions. Hazardous cargo is, as a rule, almost all types of waste

Drivers of vehicles transporting dangerous goods
In accordance with ADR, drivers of vehicles carrying dangerous goods must have a certificate issued by the competent authority certifying that they have completed a transport training course and passed an examination on knowledge of the special requirements that must be met when transporting dangerous goods.
Drivers of vehicles transport training dangerous goods must complete basic training . The training is carried out in the form of courses approved by the competent authority. The main objectives of the transport training are to educate drivers about the risks associated with the transport of dangerous goods and to provide them with the basic information necessary to minimize the likelihood of an accident and, in the event of an accident, to take the measures necessary to ensure the safety of the driver and others. and the environment and to limit the consequences of an accident.
Drivers of vehicles or MEMUs transporting dangerous goods in fixed or removable tanks with a capacity of more than 1 m3, drivers of battery vehicles with a total capacity of more than 1 m3 and drivers of vehicles or MEMUs transporting dangerous goods in tank containers, portable tanks or MEGCs of individual capacity more than 3 m3 per transport unit, must have completed a specialized transport training course for carriage in tanks .
Drivers of vehicles carrying dangerous goods of Class 1 , with the exception of substances and articles of Division 1.4, Compatibility Group S, or Class 7, must complete specialized transport training courses.
Drivers applying for an ADR certificate are prepared according to sample programs that are developed and approved by the Ministry of Transport of the Russian Federation. The ADR certificate is of international standard and is valid on the territory of all countries where the ADR agreement is in force.
Qualification requirements for candidates for transport training.
- Drivers who have a national driving license of the corresponding category and have worked as a driver of a vehicle of the specified category for at least three years are allowed to training.
Persons who have a certificate of driver transport training for vehicles transporting dangerous goods, issued in accordance with the procedure approved by order of the Ministry of Transport of the Russian Federation of July 9, 2012 N 202, are allowed to undergo a retraining course for drivers carrying dangerous goods.
